Background of the Study

Private-public partnerships (PPPs) have been recognized as a strategic model for improving healthcare service delivery, especially in regions facing resource constraints (Bello & Musa, 2024). Through collaboration between the government and private sector, healthcare facilities can access funding, expertise, and technology to improve service delivery, infrastructure, and patient care. In Nigeria, where healthcare systems often face issues like underfunding, PPPs offer a solution to bridge the gap between public service provision and private sector efficiency.

In Katsina State, the healthcare sector is under significant strain due to limited government funding and a growing population. Some healthcare facilities have entered into PPPs to enhance service delivery and infrastructure. However, the effectiveness of these partnerships in improving healthcare outcomes in the state is unclear (Adeola et al., 2023).

Statement of the Problem

While PPPs have been implemented in Katsina State, there is limited empirical evidence on their impact on healthcare service delivery. Issues such as misalignment of objectives, financial constraints, and inadequate governance mechanisms have hindered the potential benefits of these partnerships (Garba & Bello, 2024). Consequently, this study seeks to examine the efficiency of PPPs in improving healthcare services in Katsina State.

Objectives of the Study

1. To assess the efficiency of PPPs in enhancing healthcare service delivery in Katsina State.

2. To identify the benefits and challenges of implementing PPPs in healthcare service delivery.

3. To recommend strategies for improving the effectiveness of PPPs in healthcare service delivery.

Research Questions

1. How efficient are PPPs in enhancing healthcare service delivery in Katsina State?

2. What are the benefits and challenges associated with PPPs in healthcare service delivery?

3. What strategies can improve the effectiveness of PPPs in healthcare delivery in Katsina State?

Research Hypotheses

1. There is no significant difference in healthcare service delivery efficiency between PPPs and public-only healthcare facilities.

2. PPPs significantly improve the efficiency of healthcare service delivery in Katsina State.

3. The challenges associated with PPPs negatively affect their impact on healthcare service delivery.

Scope and Limitations of the Study

This study focuses on healthcare facilities in Katsina State and examines the role of PPPs in improving healthcare service delivery. Limitations include variability in the nature of PPP agreements across different healthcare facilities and the potential bias in reporting from stakeholders involved in PPPs.

Definitions of Terms

• Private-Public Partnerships (PPPs): Collaborative arrangements between the public and private sectors to deliver public services or infrastructure.

• Healthcare Service Delivery: The process of providing medical care and services to patients in a healthcare facility.

• Efficiency: The ability to provide healthcare services effectively and without waste.

• Healthcare Facilities: Institutions such as hospitals, clinics, and health centers that provide medical services.
